About the Author
Richard K. Bass served as Communications Director for County of Clackamas, Oregon for 25 years in design and maintenance of two way radio systems. Served as Radio Officer for Dyn Marine under contract with US Navy on board Navy vessels. Mr Bass holds FCC General Radio Operators Certificate, US Coast Guard License as Radio Officer, FCC Radio Telegraph License and is a licensed Radio Amateur operator.
