Als Untersuchungsgegenstand der Studie wurde der Group Areas Act Gewählt. Anhand einer Erörterung von Anwendungsbereich und Regelungsgehalt dieses Gesetzes wird geprüft, inwieweit Polizeistaat und Verwaltungsaufwand in ihm angelegt sind. Sodann wird dargestellt, daß das Gesetz gerade der Nichtdurchsetzbarkeit der Rassentrennung Rechnung trägt und nicht einem 'separate development' der Nichtweißen oder der der Apartheid vorgeblich zugrundeliegenden 'separate-but-equal'-Doktrin.
