Tijdens de jaren 1870 was overal in Europa sprake van een scherpe tegenstelling tussen ultramontaans katholicisme en liberaal 'modernisme'. In Pruisen leidde dit tot de Kulturkampf. Hierin voerde Bismarck met steun van de liberalen een sterk repressief beleid ten aanzien van de katholieke kerk en haar gelovigen. De ultramontaanse kwestie zorgde ook in Nederland voor spanningen, maar de Nederlandse overheid benaderde de kwestie heel anders. Zo konden verbannen Pruisische bisschoppen en religieuzen zich betrekkelijk probleemloos in Nederland vestigen. Een les uit Pruisen brengt op systematische wijze de Nederlandse reacties op de Kulturkampf in kaart en bepaalt aan de hand hiervan de invloed van dit conflict op de Nederlandse politieke en godsdienstige verhoudingen.
